What to do if the car is not found
The most common reasons are a new or recently re-registered car, one taken off the register, or a typo in the plate. Check the spelling (Latin/Cyrillic) and try again or use the VIN check.
You can only find a car by plate through data the state has made public. In Ukraine that is the vehicle registry of the Ministry of Internal Affairs: it is not tied to the owner, so a plate search returns information about the car itself, not about a person. What you learn by plate: make and model, year, VIN, region and registration date. What the open data does not contain: the owner's name, address or phone — that information is protected by law and no legal service will disclose it.
A licence plate check in Ukraine works for any Ukrainian plate in the AA 1234 BB format, regardless of the region of registration. Plates of other countries are not in this database.
By the license plate alone you officially cannot see traffic fines, wanted status or seizure — this data is restricted or tied to the VIN and separate registries. But a plate check gives you the VIN, and with it you can find out whether the car is wanted, seized or pledged as collateral. So the plate is the first step, and the VIN is the full picture.

A standard Ukrainian plate looks like AA 1234 BB: two letters, four digits and two more letters. The first two letters are the territorial code: they show the region where the car was registered. The four digits and last two letters are the series within the region. The blue stripe on the left with the yellow-and-blue flag and the letters UA means the plate was issued in Ukraine. These plates use only 12 letters that look the same in Latin and Cyrillic — which is exactly why they are easy to confuse. Paid (personalized) plates can move from car to car, so over the years one plate may be assigned to several vehicles.

The territorial code shows where the car was registered, not where the owner lives: after re-registration in another region the plate usually stays the same.
The modern plate standard has been in effect since 2004 — the familiar AA 1234 BB format on a white background with the blue UA stripe. Over these years the design and security of plates have been updated several times, and within a single oblast several letter series have appeared — simply because the previous ones ran out. That is why two cars from the same city can have different second letters. You may also come across old Soviet plates of the Ukrainian SSR — they are black or white and do not belong to the modern system. The main thing to remember: the territorial code on a plate is the place of registration, not necessarily the owner's place of residence.

But you cannot find a car by a plate already removed from it — the registry keeps only the current link. In that case search by VIN.
